    智奇铁路设备有限公司是山西煤炭进出口集团有限公司、博宥投资管理集团有限公司与意大利路奇霓铁路产品集团组建的合资企业。公司于2007年10月注册，注册资金15000万元，其中中方占75%、外方占25%，是目前中国唯一一家高速动车组轮对生产和检修基地。
     公司规划总占地面积为432.65亩，一期和二期共占地162亩，现已建成33500平方米的厂房、8800平方米的办公楼和7300平方米的公寓楼各一座。公司现有车轮加工线、车轴加工线和轮对组装线各一条；到2009年底，生产线将增至7条：2条车轮加工线、2条车轴加工线、2条轮对组装线及1条轮对维护检修线。公司设有质保、生产技术、装备、商务、财务和人事行政六个部门。
    公司从成立之初，就将质量放在第一位，多管齐下确保生产出高质量、高标准的轮对。为此，公司投入的设备均为当今世界最先进的电脑数控设备；采用的生产技术和工艺从意大利Lucchini RS公司引进，并成功加以消化、吸收和应用；聘任的人员全部来自国内外相关厂家和专业院校，具备较强的专业知识和丰富的经验，且进行了有针对性的专业理论学习和实践操作培训；并采取了严谨的质量管理体系，将质量管理制度的建设作为重点，于2008 年 8月通过ISO9001 质量管理体系认证。
      2009年2月28日，公司具有世界先进水平的中国第一条高速动车组轮对生产线正式建成投产。投产仪式上，公司与青岛四方机车车辆股份有限公司、长春轨道客车股份有限公司、BST等签下了20亿元的轮对销售合同及意向书。高速动车组轮对生产线开工投产，不仅填补了国内在该领域的空白，而且使我国高速铁路建设技术进入国际先进行列。
